Making Inroads on a Key County Priority

The BOCC heard loud and clear from voters, citizens, and business owners that housing threatens their way of life. We made significant progress in 2023, despite challenges in resources. Click the button to read more on our strategies for housing.

Larkspur

  • Opening May 2024

  • 52 units: Studio, 1, 2, and 3 bedrooms 

  • 50% of units at 70% AMI and 50% of units at 100% AMI

  • 2 modularly constructed buildings 

  • Total project cost about $22 million, financed through COP bonds  with $2.5 million in grant funding from the State through Incentives Grant Program (IHOI) and Energy Impact Assistance Fund (EIAF) 

  • Joint project between Summit County and Town of Breckenridge

USFS Work Center Housing

  • 50-year lease between Summit County Government and the White River National Forest

  • First lease of its kind to be signed in the US under the Agriculture Improvement Act of 2018

  • Planned to begin site-work and construction in 2024

  • Partnership with Servitas to develop the project

  • 162 units: 1, 2, and 3 bedrooms targeted for an average of 110% AMI

  • Units for US Forest Service Staff and other local county workers

State Housing Tour

  • The BOCC hosted a learning session and tour of local workforce housing projects in Summit County in cooperation with the Town of Breckenridge

  • Attended by over 50 partners, including state legislators, County Commissioners, Town Council, housing developers, advocacy groups, and state agencies, it was a great opportunity to learn, share knowledge, and network with housing professionals

  • We visited over 20 different local projects, highlighting recent progress to create more units at Larkspur, 580 Silverthorne, Smith Ranch, and Stables Village.

  • Adaptive re-use project converting a vacant hotel to housing for locals

  • Long term lease with property owners, renovations completed to create desirable housing types

  • Opened in June 2023

  • 51 new housing units: 1, 2, and 3-bedrooms

Nellie’s Neighborhood

  • Planned to begin construction in 2024

  • 15 detached single-family dwelling units

  • A mix of 500 sq. ft. one-bedroom and 1,000 sq. ft. two-bedroom homes.

  • For-sale units that will provide smaller, more affordable homeownership opportunities for the local workforce

  • Planned to be priced at an average 95% AMI

The designs for the units are stock plan designs for accessory dwelling units (ADU), prepared by Design Path Studios, that are available free of charge for any homeowner building an ADU in Summit County.

Housing Strategies

Adaptive Re-Use

Using existing buildings like hotels for housing. In Summit, so far, we’ve converted three lodging properties to housing for locals!

Preservation of Existing Housing

Converting short term rentals, second homes and market rate homes into deed-restricted properties for locals.

New Development

Building new housing to develop property types missing in the spectrum of housing types needed by our community.

Policy Updates

Updating existing land use and codes to encourage and incentivize responsible workforce housing development.

Land Banking

Pursuing acquisition or preservation of remaining developable land for the future development of affordable housing.
